The regular season, yes. However, player development is now done year-round. Note that high school pitchers are not going to throw this summer, as they are not used to the workload. The work in the fall season.
Strasburg did not pitch in the minors in 2009. He worked in the fall league, and was in the majors by 2010. So your view as to the lost time is only partially accurate.

No, he would start 2012 in AA, move to AAA if he succeeds, and then to the majors later in 2012. That is not "3 years" from now, unless 2012 is three years away. If that is the case, then I am in a time warp and living in 2010!!
The key here is his success. If he hits in AA and AAA, he is in the majors by 2012. If he does not hit, then the broken jaw is not the problem; his hitting is.
